Elementary and middle schools must do more to lay the groundwork for students' understanding of algebra and more advanced math classes by reinforcing the basics, including fractions, with which many learners struggle, according to a new report by the two-year-old National Mathematics Advisory Panel. "Difficulty with fractions (including decimals and percents) is pervasive and is a major obstacle to further progress in mathematics, including algebra," the panel wrote.
