Home schooling has been a hot topic on and off for decades, drawing cover story attention in national publications.

One of them was a 2001 Time magazine cover story, which said that "according to a new federal report, at least 850,000 students were learning at home in 1999, the most recent year studied; some experts believe the figure is actually twice that."

Those experts saw below the tip of the iceberg.

The U.S. Department of Education reported in "Homeschooling in the United States: 2003" that "there was an increase in homeschooled students in the U.S. from 850,000 students in 1999 (1.7 percent of the total student population) to 1.1 million students in 2003 (2.2 percent of the total student population).

"According to an unsourced National Home Education Research Institute statement, an estimated 1.9 to 2.4 million children were home educated during 2005-2006."

Note that even those numbers are most likely low. In New Mexico, parents are supposed to notify the state superintendent of their intention to home school, but there is no enforcement mechanism, nor is there a requirement to notify an individual school district.

Consequently, children who are learning at home could be under the educational radar, and not reported. And state aid to school districts is based on pupil count.
